Is My mom having anaphylaxis?

My mom woke up and says she feels like she is on fire. She looks red and it super itchy and thinks something bit her. I am an allergy sufferer and I think she is having anaphylaxis. She is talking about going to emergency room and I gave her two benedryl. I have an Epi-Pen also that is for myself but I would use it if it came down to her going full blown shock. They don't want to call 911 and are sitting around waiting for the benedryl to kick in. These are the type of people that don't go to the doctor until they are dying.. I don't know what to do.
