Can Nightclubs/Bars in NYC/Long Island refuse to serve free tap water?

I was at Webster Hall in NYC the other night, and they refused to give me a cup of tap water, forcing me to buy a $5 bottle. I want to know what the laws are on this topic in NYC and Nassau and Suffolk County on Long Island as well. Thanks!
