Are natural disasters judgements, consequences or normal events?

You started so well as well. The "timing" is determined (by the way just the word implies intention) by the tensile strength of the sea floor. The plate wants to move, but it's jammed, so that pressure builds and builds until it just gives, and snaps into it's new place. That causes the earthquake. There is no timing it just couldn't take the pressure build up.
